When light strikes a surface, some passes through and is refracted at an angle given by Snell's Law. The rest is reflected at an angle equal to the angle of the incident light.

Or, to put it another way ....

"When light on a surface is shone,
With the angle of incidence known,
Thanks to Snell's Law the angle
Of refraction we wangle;
Reflection's is incoming's clone."
